RESEARCH CENTER REGULATION

 

PART I

Purpose, Scope, Basis and Definitions

Purpose

ARTICLE 1 - (1) The purpose of this Regulation is to set the procedures and principles regarding Hacettepe University School Social Work Practice and Research Center's purpose, scope of activities, its governing bodies and the role of these bodies.

Scope

ARTICLE 2 - (1) This Regulation covers the terms regarding Hacettepe University School Social Work Practice and Research Center's purpose, scope of activities, its governing bodies and the role of these bodies.

Basis

ARTICLE 3 - (1) These Regulation was set on the basis of the sub-clause 2 of the first sub-article of Article 7 and of Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 - (1) The definitions of some phrases in this regulation are as follows;

a) Advisory Board: Center's Advisory Board,

b) Center (HOSMER): Hacettepe University School Social Work Practice and Research Center,

c) The Director: The Director of the Centre,

d) The Rector: Hacettepe University Rector,

University: Hacettepe University,

e) Board of Directors: Center's Board of Directors.

It refers.

 

PART II

Center's Purpose and Scope of Activities

The purpose of the center

ARTICLE 5 - (1) The Centre's purpose is to strengthen ties between the society and the university; on the basis of mandatory education, to engage in interventions/practices aiming to remove all reasons hindering/rarifying school-age children’s access to education rights or the problems hampering their learning experiences including but not limited to disability, mental retardation, poverty, various problems experienced in family or events affecting whole family like death, chronic illness, desertion of a family member from household; to try preventing school-age children's potential problems via fulfilling a protective-preventive function or raise awareness of students, schools and families about life events and provide support to family members in case of need.

(2) in addition to providing solutions to the problems of families, the center's purpose is to upskill family members to enable them communicate better with each other, to uncover the previously undetected needs of families in the society, to advocate children and families  against government agencies and other organizations, to create public opinion related to family problems, to help alleviate the problems related to familial relationships, social cohesion and all kinds of functions of families as a whole and family members as individuals, to improve and empower family life  in order to ensure the well-being, happiness and integrity of families, to improve child-family and societal welfare and quality of life while creating evidence-based practices focusing on child-family and social welfare in all aforementioned areas.

Centre's areas of activity

ARTICLE 6 - (1) The center operates in the following areas to realize the aforementioned purposes,

a) Providing psycho-social support to school-age children and their families; preparing, developing and implementing education, training, research and application projects towards protection, support and solution of the problems of children and families via bringing different disciplines in the University together with a multidisciplinary approach.

b) Arranging joint studies, application and research projects towards children and families with international public and private agencies working on the areas related to the Center's areas of activity in addition to taking part in ongoing projects, implementing such projects and/or carrying out the follow-up of such applications in addition to providing scientific advisory services.

c) Through the Centre's protective-preventive function, preventing potential problems or raise awareness of students, schools and families about normal development and life events via organizing educational, informative and promotional conferences, seminars and symposia and to attend such meetings.

d) Carrying out studies towards creating and strengthening a positive climate in cooperation with children, schools and families in order to ensure a healthy and happy childhood and adulthood and to carry out programs supporting such cooperation.

d) Providing continuity in the association between students and schools, developing strategies to prevent children’s' suspension from school and school violence; bringing schools, students and families with resources, programs and services to eliminate these problems.

e) Creating public opinion through awareness-raising programs in local and national media on the problems of the family institution and its problems.

f) Preparing periodical/non-periodical printed and visual publications, organizing congresses, conferences, panels, symposia, seminars and other scientific meetings in order to facilitate knowledge and experience sharing with the public and among the scientists working in the Center's areas of interest at national and international levels . 

g) Creating an electronic archive of scientific data obtained via the Centre's activities and offer the data to national and international institutions and researchers working in related issues.

 

PART III

Administrative Organs and Functions

 Administrative bodies

ARTICLE 7 - (1) The administrative organs of the center are as follows:

a) Director,

b) Board of Directors,

c) Advisory Board.

Director

Article 8 - (1) The Director is appointed by the Rector among the faculty members of the University for three years. The Director can be reassigned upon the end of the term of duty.

(2) Upon the recommendation of the Director, two assistant directors among the faculty members or instructor in the University are appointed by the Rector for three years to assist the Director. The Rector can change the assistant directors with the same procedure as needed.

(3) When the Director leaves office one of the assistant directors is deputized. If deputation continues for more than six months, a new Director is appointed.  Upon the expiry of the Director’s duty, assistant directors' duties also expires.

Duties of the Director

ARTICLE 9 - (1) The Director has primary liability to the Rector for ensuring the flow of work in the frame of the Centre's purposes in an orderly manner, regulation and supervision of all activities of the Center and taking necessary measures about related issues.

(2) The duties of the Director are:

a) Center representative, chairing the Board of Directors and Advisory Board,

b) Making work assignments as required by the Center,

c) At the end of each academic year and when necessary, submitting an overall situation and operation report to the Rector after obtaining the opinion of the Board of Directors.

Board of Directors

ARTICLE 10 - (1) The Board, chaired by the Director, is made up of five members, including two deputy directors and two members appointed by the Rector among the instructors or faculty members of the University interested in the working areas of the Center for three years. Any member can be reassigned upon the end of the term of duty. Any member leaving the Board duty for any reason is replaced by the Rector's appointment by the same procedure to complete the remaining term of the member who resigned.

(2) The Board meets twice a year and at emergencies when necessary upon the written call of the Director with absolute majority and decision making is carried out with the absolute majority of the members participating the meetings.

The duties of the Board of Directors

ARTICLE 11 - (1) The duties of the Board are as follows:

a) Determining the Center’s education, training, research, consulting, publishing activities and the principles related to these activities,

b) Preparing and ensuring the implementation of plans and programs of the Center's activities,

c) Preparing the Centre's investment and planning draft and submitting it to the Rector for approval,

d) Evaluate and finalize the requests of the Center's members about education, practice, research, consulting and publication matters,

d) Establish ad hoc working groups on the Centre's areas of activity where necessary and organize their tasks,

e) Determine the basic principles and procedures of the studies to be carried out in partnership with domestic or international public and private organizations,

f) Evaluate and finalize the views and suggestions of the Advisory Board,

g) Evaluate and finalize the issues about the Center's activities brought by the Director,

Advisory Board and its duties

ARTICLE 12 - (1) The Advisory Board, chaired by the President, is made up of 12 members who are appointed among the faculty members of the University or other universities and upon the request of related institutions among the experts within those institutions with the recommendation of the Board of Directors for three years. The vacancies in the Advisory Board is replaced by the same procedure to complete the time remaining. Any member can be reassigned upon the end of the term of duty.

(2) Advisory Board meets once a year on the invitation of the Director with absolute majority. The Director may call the Advisory Board for emergency meeting if deemed necessary.

(3) The duties of the Advisory Board are making assessments and submit consultative views and suggestions on the issues raised by the Administrative Board about the Center's activities.

 

PART IV

Miscellaneous and Final Terms

Personnel requirements

ARTICLE 13 - (1) Center's academic, technical and administrative personnel requirements will be met by staff appointed by the Rector, according to the Law No. 2547, Article 13.

Validity

ARTICLE 14 - (1) This Regulation shall enter into force on the date of publication.

Execution

ARTICLE 15 - (1) The terms of this Regulation shall be executed by the Rector of Hacettepe University.
